It is composed almost entirely of samples taken from other artists' songs, plus minor original instrumentation by Gillis. As of June 19th, Gillis and Illegal Art are selling the album in a similar fashion to what Radiohead did for their album, In Rainbows, which is a "pay-what-you-want" system. Those that pay $0.00 will have to answer a question regarding the reason for why they are paying nothing. However, those that pay enough for the album can also get FLAC files ($5 or more) and a physical copy of the album, once it is released on September 23.
